The text of the Constitution was approved at the Eighth All-Union Congress of Soviets on December 5, 1936. The displayed book consists of 31 pages, each of which is made of cardboard covered with silk. The text of the Constitution is embroidered in satin stitch by hand. The binding is made of velvet. The book is decorated with appliques and metal onlays. Wooden inserts are placed under the cover.
The tome was discovered in 1986 in the attic of the old house on Belinskogo Street in Omsk. The house was to be demolished. The book was carefully wrapped in fabric and kept in a wooden case. Next to it were brand new surgical instruments in newspapers dating back to the 1930-s. The possible book owner or publisher could not be identified.
The Constitutional Commission for the creation of the new Constitution was established on February 7, 1935. Its chairman was Joseph Stalin. On June 12, 1936, the draft Constitution was published, and it was discussed for the next 6 months at all levels.
